Memory is primarily used as a prebuff item for PvP. It gives up to +9 to Energy Shield when made in a +3 base – which is the highest number possible using the main-hand and off-hand item slots.

Unfortunately, a 4-socket +3 Energy Shield base cannot be shopped. You will be able to use the Larzuk Quest to add 4 sockets to staves with ilvl 26 or higher (some monsters in Normal Chaos Sanctuary but it is safer to use bases from Act V or later if you have no way of checking ilvl). 4 socket staves will naturally start dropping in Nightmare difficulty.
